This paper explores whether state-NGO partnerships in the health sector can reduce the reliance of NGOs on donor support and improve health service delivery in Kyrgyzstan. It considers mutual understading between actors, the role of donor impact/competition, actor characteristics and the funding framework. The paper demonstrates that while state-NGO partnerships in Kyrgyzstan hold potential for increasing the stability of the health delivery in the country, there are a number of factors that are still hindering the development of these partnerships.
