This paper examines patterns of local governance and the role of community-based institutions in welfare provision in rural areas of Kyrgyzstan. In particular, it assesses the existing institutional arrangements for service delivery, decision-making and accountability and discusses their implications for people’s welfare. The author also considers the impact in relation to three income groups: rich, poor and extremely poor.
