This report discusses the protracted conflict between both parts of Cyprus and suggests measures to eventually come to a reunification settlement. The paper outlines the history of the peace process with a focus on the Annan Plan and examines developments that point to a last chance for reunification in 2008. Subsequently, it summarizes arguments that support the case for a settlement and looks at trends that by contrast suggest a drift toward partition. The authors argue that the comfortable belief that the status quo could, if necessary, be maintained almost indefinitely is badly out of date.
