This paper assesses the self-assertive rhetoric of the Russian leadership that advanced in 2007. It addresses the resumption of regular patrols by Russian long range aviation, the suspension of the Conventional Forces in Europe Treaty and Russia's strategic arsenal. The author also examines Russia's policy toward Georgia.
