This note considers whether the criticisms of President Trump’s appointment of chief strategist Steve Bannon to the National Security Council (NSC) are justified or not. It concludes that ‘reordering’ the NSC has been a common presidential practice since the 1950s and that Bannon’s extensive portfolio suggests that he may perform well in his new assignment.
