This publication examines the EU's cap-and-trade system for greenhouse gas, the only such scheme which is mandatory. The authors make a positive assessment of the trading scheme, which they argue allows for flexibilty in rules and achieves emission reductions with firm commitments by stakeholders. They conclude by suggesting that Japan can learn from the EU scheme.
