This brief discusses the concept of "Gray Zone" coercion and violence, which is deliberately designed to remain below the threshold of conventional warfare. The text’s author specifically discusses 1) what should be included in the definition of Gray Zone conflict; 2) the future military and nonmilitary challenges of dealing with this contradictory type of aggression; 3) what Gray Zone practices reveal about the strengths and weaknesses of the international order; and 4) why America is both properly and inadequately equipped to deal with Gray Zone conflict.
