This publication argues that the global shipping industry is undergoing a technological revolution and that the protection of harbors against hybrid threats is now an important and ongoing task for civilian and military ports. In response, the text’s author outlines the key hybrid risks and threats that protective and preventive measures for ports must address in various areas, including commerce, cybersecurity, energy, communication, territorial vulnerability, maritime security, disinformation and military and civilian concerns. He also highlights that good governance, a whole-of-government approach and a whole-of-society approach are needed to contain these risks and threats.
