This paper analyzes the various partnerships that define NATO’s interactions with non-member states. As the text’s author sees it, new political and financial constraints will force the Alliance to 1) reduce its crisis-management operations in the future, and 2) adapt its practices accordingly. To facilitate the latter process, the author identifies a set of priorities and corresponding institutional formats that will facilitate the necessary reorganization of NATO’s overarching partnership policy.
