This report looks at Timor-Leste's problems related to the 100,000 internally displaced persons (IDP) following the eruption of civil conflict in April 2006. It looks at the origins of the IDP crisis, outlines who is affected and reviews the conditions in the IDP camps. Subsequently, the paper discusses the government's efforts to address the crisis, identifies obstacles to return and comments on the related government strategy. It argues that the new national recovery strategy contains many of the elements needed for reintegrating IDPs into their communities, yet, the government has not allocated sufficient resources to it.
