This paper assesses the impact of digitization on the legitimacy and effectiveness of consular assistance provided by ministries of foreign affairs (MFAs). Basically, the text anticipates that MFAs, despite their traditional ‘moral duty of care’, will become more dependent on the active participation of their digitally literate citizenry in the future.
