This publication examines the proposal for a union of Mediterranean states put forward by the French president. The author discusses the reactions by EU member-states and neighboring countries. He relates the proposal to the EU's Barcelona Process and the European Neighbourhood Policy. It is argued that instead of competing against those two policy frameworks, the proposal for a Mediterranean union should be taken to integrate and rationalize the EU's policies toward its southern neighbors.
