This report identifies factors that contributed to the apparent success of the US Surge in Iraq, focusing on the state of political progress. It comments on the formulation of a hydrocarbons law, the development of a new federal system and the upcoming provincial council elections. Furthermore, the paper addresses the question of reconciliation and calls for a revision of the constitution. It suggests reaching domestic reconciliation and regional as well as international consensus through a broad gathering bypassing the existing Iraqi parliament.
