This paper explores how the flag states responsible for the safe operation of the merchant ships within their registries manage ship security alerts. It examines the Safety of Life at Sea (SOLAS) Convention, the aim of which is to prevent ships from being used or targeted by terrorists, and explains the potential to improve the effectiveness of rapid response management to prevent acts of terrorism.
