This paper examines EU-Belarus relations with respect to the declarations of the Belarusian government in 2008. It identifies attempts of the government to enhance cooperation with the EU, but warns that these should not be mistaken for a fundamental change in the country's approach toward the EU. The author argues that the EU should clarify whether it can reward the Belarusian leadership for single cooperation-oriented steps.
