This report focuses on justice issues in the Aceh peace process. It explains the contextual factors and underlying political dynamics which gave rise to a successful and sustained end to armed hostilities as well as the details of negotiations and implementation which contributed to this outcome. The author also examines what more could have been done, especially in the human rights and justice area where, he argues, progress has been far less substantial.
