This paper addresses India's higher education policy, exploring the link between the alleged demographic dividend and sustained high economic growth rates. It examines the approach to education that India's 11th Five Year Plan (2007-2012) has taken, discusses the need for more high-quality higher education institutions and critically reviews the governments approach. The author states that higher education reform in India must begin with a complete revamping and replacement of the Department of Higher Education in the Ministry of Human Resources and Development.
