This report analyzes two critical transactions that will take place for the US regarding the war in Iraq in 2008 and early 2009. The first is a revision of military strategy, following the troop surge, and the second the US presidential election. The authors argue that neither of these events have received sufficient attention and that it is imperative that they are appropriately considered. The paper provides a number of policy prescriptions suggesting how best the Bush administration could approach these two issues.
