This report details the conference of the 2nd Asia Pacific Program for Senior National Security Officers (APPSNO). The conference assembled national security officers to encourage a shared understanding in the fight against terrorism and to deliberate on other national security challenges. The first part of the report outlines the national security strategic framework adopted by Singapore. The second part details a broader debate on national security and the concept of resilience, while the third provides an overview of domestic and international terrorism. Parts four through eight deal with state resilience in different forms. The final section discusses risk assessment and horizon scanning.
