This report takes stock of 10 years of the EU Code of Conduct on Arms Exports. While recognizing the progress that has been made in many areas, the authors identify steps that member states should consider to address the gaps and shortcomings which prevent the EU Code from fulfilling its stated purpose. The report argues that the transformation of the EU Code into a legally-binding Common Position must be completed immediately.
