This JOBS issue explores the strategic doctrines and defense ideologies of countries and other actors in the Baltic region. The specific articles focus on 1) what lessons the Baltic States can learn from the gaps in Ukraine’s deterrence capabilities; 2) the question of what constitutes an armed attack in international law and what this means for efforts by Baltic nations to counter Russian hybrid warfare strategies; 3) the significance of the legal distinction between declared and undeclared wars; and 4) EU military integration and demilitarization in the Baltic Sea region.
