This report examines the NATO’s Building Integrity (BI) program, which aims to provide NATO members, partners and other states with tailored support to enhance good governance and reduce the risk of corruption in defense establishments. The main finding is that many stakeholders view the program as necessary and highly beneficial, with numerous changes implemented since 2014 among participating states. The authors also note that key issues nevertheless face the program, including the challenges of sustaining the momentum of reforms, fostering transparency, mitigating the political instrumentalization of program participation by some participating governments, and more.
