This report explores the security concerns associated with the convergence of biotechnology with new developments in three emerging technologies: additive manufacturing, artificial intelligence (AI) and robotics. The text’s authors conclude that while new developments in these three technologies could have an enabling effect in different steps of the development, production and use of biological weapons, existing governance frameworks are ill-equipped to address the resulting risks. They also provide recommendations for national governments, international institutions, academic institutions and the private sector on how to address this problem.
