This paper discusses the ways in which the Israeli government has pursued policies which seek to preserve and promote the country’s Jewish majority. The problem with these policies is that they discriminate against minorities living in Israel, who are perceived to be a demographic threat. The latter include not only Arab Israelis, but also a growing number of 1) foreign workers who have replaced laborers from the Palestinian territories, and 2) African refugees whose legal integration within the Israeli citizenship system doesn’t appear likely.
