This publication analyzes the EU’s shift towards the externalization of efforts to address migration by trying to develop partnerships with third countries to block migration flows. More specifically, it examines 1) the EU’s failure to manage migration internally, focusing on the Common European Asylum System (CEAS) and the Dublin Regulation; 2) the EU’s externalization effort, which was embodied in the EU–Turkey agreement; 3) how the results of the EU–Turkey agreement played an important role in pushing the EU to try to institutionalize this approach in the Migration Partnership Framework, and 4) case studies on Ethiopia and Niger regarding the EU’s application of this framework.
