This issue of the Quarterly looks at the state of civil-military relations, with a particular emphasis on the principle of civilian control. The featured articles specifically look at 1) the conditions under which a senior military officer should be able to resign when given a compromising order; 2) the high levels of friction that developed within the civil-military relationship in the post-9/11 era; 3) the limits of political or partisan military activity; and 4) how societal-level civil-military relationships should be balanced.
