This publication takes stock of China’s human rights related activities in the UN, particularly in the Human Rights Council (HRC). It contends that China is systematically engaging removing human rights from the center of the international order, and that an increasing number of states, ranging from other rising powers to undemocratic countries, are coalescing around this agenda. The author also describes China’s alternative design for human rights, which is built around consensual cooperation rather than hard legal obligations and international scrutiny.
