This brief examines the EU’s ongoing efforts to forge a binding, politically-driven trade agreement with Japan. Given their history of ad hoc security cooperation and the relative decline they’ve both experienced in recent years, the text’s author believes that solidifying an agreement would be truly significant for both Brussels and Tokyo. Unfortunately, lingering disagreements still stand in the way, including those associated with market access, data protection, human rights clauses, and the role of investment courts.
