This handbook provides concrete suggestions for how to develop and support gender-responsive project planning and execution in small arms control. More specifically, the handbook outlines gender-related terminology and concepts; describes key global policy instruments and their increasing convergence around gender; highlights the gendered impacts of small arms; provides a roadmap for mainstreaming gender into into small arms design, monitoring, and evaluation processes, and more. In doing so, the text’s authors offer a case study of the development of South Africa’s Firearms Control Act (2000), focusing how the concerns of women, in particular, were reflected in the law’s development and implementation.
