This brief explores 1) the status of UN Security Council reforms; 2) the relative importance of different actors involved in the reform process; and 3) what still needs to be done, particularly within the context of the Intergovernmental Negotiations (IGN) framework. Finally, the text’s author reflects on the political environments that are driving reform-minded UN members.
