This paper describes the differences between terrorism and organized crime and identifies terrorism as the greater threat. The author argues, however, that countries should not resort to illegal methods for combating terrorism, but instead should rely on enhanced national counterterrorist systems and on improved levels of international anti-terrorist cooperation.
