This brief examines the underlying reasons why Pakistan’s claim on Kashmir remains a central component of its foreign policy, as illustrated by 1) the extensive diplomatic campaign Islamabad recently staged in the wake of protests in the region; 2) its continued use of terrorism as a tool to distance the Kashmiri public from the Indian State; and 3) planting the seeds of Islamic extremism in the area. In light of these developments, the text’s author calls for India to pursue innovative confidence building measures that will counter Pakistan’s attempts to sow discord.
