This paper contends that just as the US relied on technological superiority to offset the Soviet Union’s advantages during the Cold War, China is now pursuing a military-technical offset strategy. The text’s authors identify three key lines of effort, each of which can be traced back to the late 1990s: 1) industrial and technical espionage and civil-military fusion; 2) systems destruction warfare, and 3) an ‘attack effectively first’ approach. The publication also argues that China has recently added another line of effort, one designed to accelerate the attainment of their ultimate goal – to gain a dominant technological advantage over the US military.
