This publication looks at how the geopolitical rivalries of the Gulf nations are playing out in the Horn of Africa. Key insights include 1) that Middle Eastern states, especially Gulf powers, are accelerating their competition for allies, influence and physical presence in the region; 2) Gulf states are injecting resources and exporting rivalries in ways that could further destabilize fragile local politics; 3) in response, governments in the Horn of Africa should increase their bargaining power with their powerful neighbors, who should recognize the risks their policies pose to regional security, and more.
