This Publication explores the possible acquisition of greater power by President Xi Jinping during his second term in office. He may just get it, the paper’s author argues, because the Chinese Communist Party’s desire to strengthen national security and achieve two centennial policy milestones has already increased Xi’s stature and influence. The danger, of course, is that he might become as autocratic as Mao Zedong and Deng Xiaoping once were.
