This paper provides an overview of gun culture and weapons regulations before and after the Kosovo war. The authors are particularly concerned with the dynamics of the market in post-war Kosovo and the direct and indirect effects of small arms misuse on civilians. They conclude that the strengthening of institutions and reform in the security sector indicate a slight progress. However, small arms misuse and organized criminal actors present serious threats to civilian safety.
