This paper explores 1) how Turkey’s policies in the Western Balkans has evolved since the end of the Cold War; 2) whether Ankara’s involvement in the region has enhanced its political-economic leverage; and 3) how Turkey’s policies will play out in areas and contexts outside of the Balkans. Given Ankara’s example, the text’s author concludes by advocating greater European “coherence” in the region, provided that’s still possible.
