This paper recommends that the US and South Korea should create a team of officials and industry leaders to address ‘lower-level’ disputes between North Korea and other international actors. The author states this team could also work to help the people of North Korean forge ties with other nations, with the hope that this would eventually assist international efforts to bring about the denuclearization of the Korean Peninsula.
