The Democratic Republic of Congo’s Joseph Kabila is dragging his feet on kick-starting the country’s constitutionally-mandated presidential elections. By pursuing his own interests, Kabila is running the risk of triggering violent popular anger in the country’s urban centers and a heavy-handed response by security forces.
