This report examines the security perceptions of EU member states and what possible common responses the Union could adopt to protect its citizens. To do so, the report provides a profile on each EU member, outlining their perceptions regarding security threats, essential security partners, the EU as a security actor, and more. The authors find that EU member states are fairly united in their understanding of threats and that they perceive the top five issues as 1) cyber-attacks; 2) state collapse or civil war in the EU’s neighborhood; 3) external meddling in domestic politics; 4) uncontrolled migration; and 5) the international order’s deterioration. However, the report also highlights that member states diverge in their view of their vulnerably to threats, particularly when it comes to Russia.
