This paper contends that the recent elevation of the India-Vietnam relationship to a “comprehensive strategic partnership” represents a positive step in promoting stability and economic prosperity in the Indo-Pacific region. The partnership could, for example, keep Southeast Asia free from the exclusive influence of a dominant power.
