In keeping with the above theme, the four articles in this issue of the CAD focus on 1) the link between state fiscal resources and HCD in Azerbaijan during the “peak oil” period of 2005-2014; 2) the key impediments to greater educational quality in the country; 3) the possible role oil wealth has played in sustaining patriarchal norms in Azeri society; and 4) the HCD contributions made by foreign oil companies in Azerbaijan, particularly BP.
