This paper examines Russia's policy toward neighboring countries. First, it considers the Yeltsin and Putin paradigms, including the role of energy. Further, it discusses the implications of those paradigms to neighboring countries and concludes that Russia's future is uncertain. The big issue for Russia's neighbors is whether they will be to put their house in order before this interregnum ends.
