This paper describes ways in which the structural causes of conflict can be addressed within the Gjilan/Gnjilane-Presevo-Kumanovo-Trgoviste (GPKT) micro-region. It analyzes the conflicts in Kosovo, southern Serbia and Macedonia and it focuses on how economic and social development and cross-border measures can enhance conflict prevention. The author concludes that the international community, the national and local governments and local civil society must do more to remove the likelihood of a return to violent conflict.
