This paper discusses ways to widen the concept of energy security to include the idea of confidence-building measures. Based on a year of consultations with specialists, the authors present six recommendations to assist leaders in government, business, the media and at the community level who want to control and reverse the growing sense of energy insecurity. The authors conclude that energy security is, first of all, trust in the global energy system, including energy markets and regulatory mechanisms.
