This paper analyzes the state of global counterterrorism efforts based on work carried out at EWI’s Fourth Worldwide Security Conference. It examines the nature of the terrorist threat and evaluates the existing frameworks for combating terrorism, with a focus on international cooperation and public-private interactions. The authors argue that the central problem with regard to developing a global framework for dealing with terrorism is the fracture between different ideological standpoints.
