This paper discusses the emergence of transnational threats and how they shape the security environment. It identifies strategic collaboration, cross-boundary leadership and "think and do" networks as three potential areas for accelerating solution to security threats. The authors underline that the NGO community must play a leading role and work with committed states and international organizations for the elimination of security threats.
