This paper addresses US-Russian cooperation on civil nuclear power. It discusses the potential for an effective political framework for cooperation at the bilateral and the multilateral level and its possible effects on domestic and international security. The author argues that the civil nuclear dossier has often been held hostage to serious divergences between Moscow and Washington over larger global strategic issues, including Iran.
