This paper points to a number of things that need to be done to make the EU more comprehensible and acceptable to all its peoples. The authors also suggest steps that could be taken to implement uncontroversial parts of the Lisbon Treaty by actions not requiring treaty change, or by treaty changes that would not need a referendum in Ireland.
