This brief discusses the World Bank's "Doing Business" rankings for 2008. The author is surprised that not a single South Asian country figures among the top business reformers. The rankings appear to confirm the impression that South Asia remains a relatively difficult place for doing business. Common problems include labor and land market inflexibilities, persistence of licenses, irrational tax structures and poor contract enforcement. However, there have been improvements in access to credit and investor protection.
